ETU Youth Affairs Committee

MAIN OBJECTIVES:

  • Creation of favorable and appropriate conditions for the comprehensive development of the university students, enhancing their spiritual, moral and intellectual potential and social status;
  • Instilling in the students a sense of patriotism, democratic culture and civic consciousness;
  • Uniting the active youth around the idea of Independent Kazakhstan;
  • Focusing the students’ energy on the constructive direction.

KEY TASKS:

  • Working on implementation of youth policy at the university;
  • Organization of the students scientific and research work: academic competitions, scientific conferences, etc.;
  • Organization of review contests, competitions and festivals in different fields;
  • Organization of interesting leisure activities for young people;
  • Liaising with other youth organizations of the city.

Participation in various activities and events together with other youth organizations such as ETU Youth Wing of "Zhas Otan" of NDP "Nur Otan", Almaty Department of Youth Policy, State Fund for Development of Youth Policy in Almaty.

Holding the meetings to deal with matters relating to the students.

DORMITORY RULES AND REGULATIONS

1. Accommodation procedure.

1.1. The Deputy Director of the Educational Programs Department shall provide an accommodation in a dormitory on the basis of an accommodation contract and permission order issued by the Educational Programs Department of the University.

1.2. Upon providing an accommodation the students shall read and understand these Rules, Guidelines for using electrical appliances and gas equipment.

3. Rights of the dormitory residents.

The dormitory residents have the right to:

3.1. live in their assigned room subject to the fulfillment of these Rules as well as accommodation contract;

3.2. use premises for self-study, equipment and furniture of the dormitory;

3.3. take part in the formation of the Student Dormitory Council and to be its member;

3.4. use domestic appliances with due regard for the safety and fire regulations.

5. Rights of the Dormitory Administration.

The Dormitory Administration together with the Student Dormitory Council has the right to submit to the University Rector proposals on imposing disciplinary measures to the public disturbers; make decisions on resettlement of the resident from one room to another.

7. Responsibilities of the University Administration.

The Administration is obliged:

to sign with the resident a contract for accommodation in the dormitory of the university; to equip the dormitory with furniture, equipment, bedding and other equipment based on the equipment allowance rules; to carry out major and minor repair of the dormitory, furniture and equipment; to provide the dorm residents with the necessary utilities and other services, premises for self-study and cultural events; to ensure the appropriate thermal conditions and lighting in all areas of the dormitory in accordance with the health and sanitary requirements; to ensure on-site security at the dormitory.

9. Responsibility for violation of these Rules.

9.1. For violation of these Rules to the residents upon recommendation of the Dormitory Administration can be applied social and disciplinary measures in accordance with the existing legislation of the Republic of Kazakhstan, ETU Charter and internal procedures of the University. The matter concerning the disciplinary measure in the form of eviction from the dormitory shall be considered by the Rector jointly with the Undergraduate Programs Director.

9.2. For violation of internal rules and regulations the residents are subject to the following disciplinary sanctions:

admonishment; reprimand; eviction from the dormitory; expulsion from the university with termination of accommodation contract.

11. Eviction procedure.

The eviction of the residents from the dormitory shall be made on the basis of the Rector’s order in the following cases:

in case of termination of the accommodation contract; expulsion of the student from the university; at the personal request of the residents.

2. Exit and entry procedure:

2.1. At the entrance to the dormitory: Persons living in the dormitory shall provide a student card; Persons not living in the dormitory shall leave at the reception their identity documents. In the special register the dorm superintendent shall keep a record of visitors.

2.2. The visitors are allowed to come to the dormitory from 5pm to 8pm, and on weekends and holidays from 10am to 8pm subject to the presence of the resident itself upon submitting any certificate indicating their identity, which shall be left at the dorm reception. The residents who invited the visitors shall be responsible for their timely leaving and compliance with the accommodation rules of the university dormitory. At 8 pm all visitors must leave the dormitory.

2.3. The residents evicted from the dormitory shall not have access to it.

4. Responsibilities of the dormitory residents.

The dormitory residents shall:

comply with the ETU internal rules and procedures, Accommodation rules and regulations, safety rules and fire regulations, to comply with the terms and conditions of the accommodation contract;

register within two weeks after receiving the permission order;

in case of an emergency and during conducting of evacuation drills with regard to fire safety, civil defense and emergency situations, to get dressed, take documents and leave the premises;

have visitors only at hours set out herein;

pay accommodation fees in the established amount and on time;

be quiet when using the premises for self-study and not create obstacles to other residents in using the specified premises;

comply with safety rules and fire regulations when using appliances, gas appliances and sanitary equipment installed in the dormitory and use the energy resources efficiently;

take care of and preserve the dormitory property, green space and not pollute the surrounding area;

turn off the lights, gas, water, unplug electrical appliances, shut the windows and doors whenever leaving the room and leave the key at the dormitory reception;

upon departure from the dormitory, as well as temporary leaving for vacation or practice, shall return the room to the dormitory superintendent against their signature;

keep their rooms and public places neat and tidy;

clean their living rooms on a daily basis, as per the public places according to the fixed duty table;

compensate for the material damage in accordance with applicable law and accommodation contract;

upon the Dormitory Administration’s request shall submit any certificate indicating their identity and entitling them to stay in the dormitory;

make it possible to conduct inspection of the living room by the Dormitory Administration:

to ensure preservation of property and carry out preventive maintenance work;

to ensure the monitoring of compliance with the rules herein jointly with the Student Self-Governance (inspection of the room in this case shall be made at least in the presence of one of the residents of this room).

The dormitory residents shall not:

relocate themselves and equipment to other rooms at their discretion;

perform work or other actions generating running noise and vibration and violating the usual accommodation conditions of the other residential areas;

using TVs, radios, tape recorders and other loud-speaking devices shall be allowed only if their volume is as low as possible and doesn’t cause any inconveniences to other residents;

stick announcements, time-tables and other notices on the walls of the living room and at the public places, except for specially designated bulletin boards;

smoke, appear in a drunken state in the dormitory, consume (drink) and keep alcohol as well as beer and energy drinks;

keep and use drugs;

let the unauthorized persons enter illegally into the dormitory and stay overnight;

provide a living space for other persons, including the residents living in other rooms of the dormitory; install additional locks on the entrance door of the room resided by them, and change them without the dormitory superintendent’s permission;

replace and repair cables, switch on additional power supplies and make any reconstructions without the Administrative Vice-Rector’s permission;

use electric heaters, uncertified extension cords and open flame sources;

keep and raise pets in the dormitory;

lean out of the window and sit on the window sill;

keep in the room other people's stuff;

keep in the room bulky stuff disturbing the other residents; take the property out of the dormitory not belonging to them on the basis of the ownership right;

6. Responsibilities of the Dormitory Administration.

The Dormitory Administration shall:

promptly eliminate the faults in sewerage, electric power and water supply systems of the dormitory; ensure daily checking of all dormitory rooms to identify any troubles relating to operation and sanitary maintenance and take prompt actions on their elimination; change the bed linen on a timely manner; allow dormitory residents to use domestic appliances subject to the compliance with safety and fire regulations; provide residents with the necessary equipment, inventory, tools and materials for carrying out voluntary work on improving and cleaning the dormitory and the fixed territory; ensure fire and public safety in the dormitory.

8. Dormitory management bodies.

The dormitory residents shall elect a self-governing body, i.e. the Student Council representing their interests. The Student Council organizes self-service work at the dormitory, engages the residents on voluntary bases in public service at the dormitory and surrounding area, assists the Dormitory Administration in the monitoring of valuables safety assigned to the students.

The Student Dormitory Council shall be guided by the Student Council Policy and hereby.

In each dormitory room shall be elected a monitor. The monitor of the room shall ensure handling of the room property with proper care and keeping the room neat and tidy by the residents.

10. The residents can be evicted from the dormitory in the following cases:

using premises for other purposes; damage to the premises by the residents or other citizens for whose actions they are responsible; residents’ refusal of registration at the place of residence; systematic violation of the neighbors’ rights and legitimate interests by the residents, which makes it impossible to live together in one dwelling; failure to pay accommodation fees under the terms and conditions of the accommodation contract; leaving a dormitory for more than a week without a written notice; appearing in a dormitory in drunken state or under the influence of intoxication; smoking; keeping and distribution of drugs; keeping by the residents in a dormitory explosives, hazardous chemical substances or firearms and pneumatic weapons; expulsion from the university; in other cases stipulated by the legislation of the Republic of Kazakhstan.

Medical office operates in accordance with the state license AA-4 No.00162594 issued by the Department of Economy and Budget Planning of Almaty Akimat. Medical office is open throughout the academic day.
